Rocketbar Simple Welcome issues

The Rocketbar is a nice feature of the Rosa Desktop. Unfortunately the menu button stops working from time to time. The only way to get it started is to log out and then log in, a time consuming process. Any ideas on what may be affecting this? Selecting its icon in the lower left hand corner of the panel does nothing after a few uses. Then I loose access to full screen favourites, applications etc.

Is this the Simple Welcome feature of Rosa ? I am not sure what the Simple Welcome button refers to.
