journalctl время

Заметил в journalctl странности со временем.
Подскажите пожалуйста так и должно быть и я что-то не донастроил, или это всё-таки неправильная работа программы?

Время идёт правильно и оно синхронизируется с NTP-сервером, оно такое же как в BIOS и оно не в формате UTC. Похоже дело в том, что когда при перезагрузке или выключении системы останавливается journalctl то время становится в формате UTC, если журнал уже остановлен то как туда вообще что-то пишется не понимаю.
