Is it possible to add the permission to use the shutdown command for an user? It seems that by default Rosa only lets the root user use that command.

You can used poweroff command from user.

Rosa perform shutdown for user. See loginctl for another session - if you has parallel root or other user session, you may poweroff system only from root.
