Hm, the printer configuration panel should launch system-config-printer, it is strange that it claims about 'printer' executable.

Can you check the version of 'kcm-printer' package (show the output of "rpm -qi kcm-printer")? The freshest one has version 1.0 and release 7.

You can also check that system-config-printer tool is present and can be launched.
