As you can see vertex theme is the default theme being used by ROSA. If you accepted this list and remove these packages it actually removed parts of your system's functionality. Why in use packages or dependencies of in use packages being considered as orphaned?

Just don't use this command.

Then how to keep your system clean after you uninstalled a package? What is the equivalent of apt autoremove on ROSA? Or I have to accept leftovers as a fact and have to plan very carefully before installing anything?

Do you often install packages? If not, then you don't have to worry about it.

Yes. I'm installing/removing packages very often. At the first glance even if you have read as many reviews as you can, you still can't know for sure the software really suits you or not. You have to try it. If it doesn't suit you then you remove it and install an alternative and this cycle just going on until you find something really suited you.

If your / ≥20GB then it should be enough for at least a year.
The rosa2016.1 platform is already outdated and not developing. Do not get used to it.
At rosa2021.1 uses dnf so removing unused dependencies should work fine. But its release will take place only in the fall or winter.
